What if I can only manage 4,000 to 5,000 steps?

That is still meaningfully better than very low counts, especially compared with sitting most of the day. The steepest part of the benefit curve is the move from very low to moderate, so a protected 4,000 to 5,000 on a hard day is worth doing.

How do I add steps if I sit at a desk all day?

Design them in rather than hoping they happen. Bookend the day with a short walk before and after work, take phone calls on foot, break up sitting with a three to five minute walk each hour, and add a post-meal walk.
